In order to airlift the intending pilgrims of Interior Sindh (Other than Karachi Gateway), from their home station, the Ministry of Religious Affairs had established a temporary camp in a portion of Special Education Government School at Sukkur and started its function in 1995. The status of the Directorate of Hajj has been declared as sub-ordinate like other Directorates of Hajj in Pakistan.

Meanwhile, a piece of land measuring 3.05 acres was purchased by the Government for the construction of a permanent Hajj Complex located at Airport Road Sukkur. Its construction was started in 1996 and 80% work was completed at a cost of Rs. 26.957 million. The newly constructed building was inaugurated by Dr. Mahmood Ahmed Ghazi, Minister, Ministry of Religious Affairs on 06-05-2001.
